Using paid emails as an advertising medium - does it work?

In my opinion, paid emails is a great advertising medium if used correctly. There are many companies out there that offer paid email advertising, most of them useless.
So how do you tell if a particular company will deliver the results that you need? Here is my personal experience.
- Pricing. If the price for a solo ad is ridiculously low, then you can really give it a miss. Don't waste your money on such programs even though they are dirt-cheap.
- Site membership. If the total number of members are not mentioned, it is not advisable to send a solo ad to "all members". How many members does that refer to? 100? 1000? 50? You get the picture.
- Reporting. It is ideal if the company can offer a up-to-date report where you can check the number of emails read. If the reporting is a simple '1000 emails read', it is highly questionable.
